DEVELOPMENT OF REGIONAL STRATEGIES AND DEVELOPMENT PLANS OF POLICY FIELDS
Language Immersion Strategy 2014-2020
Consultants Tanel Mätlik and Eva-Maria Asari managed in 2013 the development of the Language Immersion Strategy 2014-2020 and its Implementation Plan. In the framework of the service, the current problems and opportunities were mapped in co-operation with the Language Immersion Centre and stakeholders, 4 workshops were organised for stakeholders, the drafts and the final version of the strategy and its implementation plan were developed.
Gravitas Consult LLC developed the strategy on the request of Language Immersion Centre of Foundation INNOVE.
Peipsi- Alutaguse Chamber of Cooperation Integrated Strategy of The Region
Gravitas Consult Ltd. consultant Sille Talvet prepared Peipsi-Alutaguse region integrated strategy in cooperation 7 local municipality from Ida-Virumaa (Alajõe, Avinurme, Iisaku, Illuka, Lohusuu, Mäetaguse ja Tudulinna). The strategy was aimed to define important and common development direction and action to improve regional development. The strategy is bases for LEADER funding allocation for Alutaguse-Peipsi region. Sille Talvet organized cooperation between 7 local municipality and development agencies to work out integrated joint strategy goals, action plan and joint activities. In addition, she moderated working groups, organized seminars and carried out officials and entrepreneurs counseling.

Gravitas Consultants Ltd. prepared strategy on a request of the NGO Peipsi-Alutaguse Cooperation Chamber.
Võrtsjärve Fishery Region Strategy 2009-2013
Gravitas Consult Ltd. in cooperation with Foundation Võrtsjärve Fishery Region prepared regional strategy for 2009-20013. Strategy implementation was financed by The European Fisheries Fund through the Estonian Agricultural Registers and Information Board (PRIA, action 4.1).
The strategy was set to define the region's essential activities and development trends for next five years. Gravitas Consult Ltd. tasks within the preparation of the strategy were: collecting and concentrating relevant information about Võrtsjärve fishery region, conducting the study among fishery and tourism entrepreneurs, organizing meetings and seminars, strategy writing and introducing, involving NGO staff of Võrtsjärve Fisheries Region, fishermen of the area, entrepreneurs and local people.

MANAGEMENT OF CROSS BORDER COOPERATION PROJECTS
Estonian-Latvian cooperation project "Back to Nature"
From March 2009 to February 2011Gravitas Consult Ltd. consultant Sille Talvet managed Estonian-Latvian cooperation project "Back to Nature" which was funded by the Estonian-Russian programme. Sille Talvet was responsible person for timely and accurate execution of the entire project. She coordinated the work of working groups, submission of the reports and communicated Estonia - Latvia Programme Secretariat, in all matters relating to the project. The project aimed to develop conservation management systems in Estonia and Latvia, supplement environmental education methodologies and to increase people's awareness of environmental issues.
Project partners wereTartu Environmental Education Centre, NGO Peipsi Center for Transboundary Cooperation, the Environment Agency, the Gauja National Park Conservation Foundation and the Latvian National Parks Administration Office of Kemer. The overall project budget was 652,659 euros.
Gravitas Consult Ltd carried out the project activities implementation on a request of Tartu Environmental Education Centre.
INTERREG IIIB project "BIRD"
Gravitas Consult Ltd. coordinated in the years 2004-2007 by Baltic Sea Region Interreg IIIB cooperation program co-funded project "BIRD".
The project aim was to expose the natural values of rural development by using possibilities of wetlands, protected areas and cultural landscapes. Project activities were carried out in six different European countries, in collaboration with 35 partner organizations. Overview of project activities, results and project partners is available on the website www.eurowetlands.org.
Gravitas Consult Ltd. assignment within the project was to coordinate activities among Estonian partners, to ensure timely and accurate implementation of planned activities, communication with lead partners and reporting. In Estonia implemented project activities budget was 318 000 euros.
Gravitas Consult Ltd. consultant Sille Talvet was member of project "BIRD" Steering Committee. She participated in project general administrative meetings and contributed to board and with large number of partners, project successful implementation.
Gravitas Consult Ltd. carried out the project management of the project "Bird" on a request of NGO Peipsi Center for Transboundary Cooperation.
Estonia - Latvia cooperation project "Nature Learning"
From November 2006 until November 2007 Gravitas Consult Ltd. managed Estonia - Latvia - Russia INTERREG IIIA funded collaborative cooperation priority project "Nature Learning". Gravitas Consult Ltd. was main responsible for project timely and accurate execution, reporting and overall coordination. In addition, Gravitas Consult Ltd. was assigned to communicate with program funding agencies.
The aim of this project was to diversify environmental education materials and to make nature education more attractive in cooperation with Latvians.
The project partners were Foundation of Tartu Environmental Education Centre, NGO Peipsi Center for Transboundary Cooperation, Gauja National Park Foundation and the Latvian Olympians Club. Project overall budget was 248 419 euros.
Gravitas Consult Ltd carried out the project activities implementation on a request of Tartu Environmental Education Centre. In the year 2007th The Ministry of Environment awarded this project "Environment Action" first prize.
Estonia-Latvia programme project"Mentally disabled child among us: TOLERANCE"
Consultant Sille Talvet coordinated in 2010-2011 project "Mentally disabled child among us: TOLERANCE"
The aim of the project was to help mentally disabled children to develop and integrate into society through networking of families, joint camps, public awareness rising and involvement of experts, authorities and policy makers.
Sille Talvet was main responsible for overall coordination and financial management of the project, project monitoring and evaluation advises.
Conducting studies and analyzes
Socio-economic survey of region Peipsi
In October and November 2010, Gravitas Consult Ltd. attended as an expert in conducting a study ordered by the European Commission. The study covered 24 European regions where fisheries play an important role in local development. Cravitas Consult Ltd. participates as an expert in conducting the study and writinganalysis, and organized roundtable discussion with key people in the fisheries sector of lake Peipsi area.
Public services joint development in Setomaa municipalities
In 2009-2010 consultants Sille Talvet and Silja Lehtpuu composedfor four Setomaa municipalities joint solutions for providing public services for youth, culture work and in the field of open care for elderly people. For providing solutions, satisfaction survey among large target group was carried out and necessary analysis was prepared. The project was implemented as joint work of Union of Setomaa Municipalities and municipalities of Misso, Mikitamäe, Meremäe and Värska. The project was funded by the Norwegian-EEA regional support program.
PROJECT PROPOSALS FOR EUROPEAN CROSS-BORDER CO-OPERATION PROGRAMMES
Improving availability of medical information and counselling
Consultant Tanel Mätlik developed in 2011 the Project proposal „Improving availability of medical information and counselling", which was financed from the Estonia – Latvia – Russia Cross Border Cooperation Programme within the European Neighbourhood and Partnership Instrument 2007-2013. The aim of the Project is to increase the availability of medical advice via telephone, internet and other means by using ICT solutions (algorithm-based counselling software and Counselling Centre) in the border areas of Estonia and Russia.
The project is implemented by the NGO Estonian Advice Centre in the years 2012-2014.
International Conference "Impact of Culture on Integration" 20-21.09.12
Consultants Tanel Mätlik and Eva-Maria Asari prepared and conducted the International Conference „The Impact of Culture on Integration" on 20-21.09.2012 in Tallinn, with more than 120 participants, incl. 40 from other countries.
The Project was financed from the European Fund for the Integration of Third-Country Nationals and from the Ministry of Culture, in the framework of the call for proposal of the Integration and Migration Foundation.
Gravitas Consult LLC implemented the project in the years 2011-2012.
Gravitas Consult Ltd. consultant Sille Talvet has prepared and helped to find partners for a number of international initiatives, including:
-Application for Baltic Sea Region Programme "Sustainable Via Hanseatica", which aims to draw up a detailed thematic and regional tour packages for the region of Via Hanseatica and to bring the name of Via Hanseatica and its values to entrepreneurs and tourists. The application involved 25 official partners and 68 associated partners.
- Application for Estonia - Latvia Programme "ViSoEst by Bike", aimed to create southern Estonia and northern Latvia connecting bicycle routes, to increase tourism flows within the region. The project has 11 partners - one from Estonia, who represents the 37 local municipalities and 10 from Latvia.
- Application for Estonia - Latvia Programme "Tolerance", aimed to improve development possibilities of children with special needs and their families, to create effective guiding/instructional materials for families of children with special needs, to increase society tolerance for these families and children, and to establish functioning network of specialists, through which arising problems and challenges could be solved effectively. Service was ordered by NGO Anni Playground.
EC-FINANCED PROJECT PROPOSALS FOR DEVELOPMENT WITHIN ESTONIA
Project "A dozen questions about Estonia"
Consultant Tanel Mätlik prepared in 2013 the project proposal "A dozen questions about Estonia", which received financing from the European Fund for the Integration of Third-Country Nationals and from the Ministry of Culture in the framework of the Call for Proposal of the Integration and Migration Foundation. In the framework of Project, an interactive programme will be developed in order to introduce the Estonian society and culture and to support the study of the Estonian language on level B1.
The project is implemented by the Baltic Film and Media School of Tallinn University and by the Estonian Institute in 2013-2014.
Project "Development of South-Estonia Regional Teleworking Centre (LERK) in Counties of Valga, Põlva and Võru"
Consultant Tanel Mätlik prepared in 2010 the project proposal „Development of South-Estonia Regional Teleworking Centre (LERK) in Counties of Valga, Põlva and Võru". Foundation INNOVE financed the project from the European Social Fund. In the framework of the project, 3 teleworking centres were prepared and launched in Valga, Võru and Põlva.
The project was implemented by the NGO Estonian Advice Centre in the years 2010-2012.
Project „Distance Working Models in Peripheral Coastal Areas and Islands of Estonia"
Consultant Tanel Mätlik prepared in 2004 the project proposal „Distance Working Models in Peripheral Coastal Areas and Islands of Estonia". The project was funded by the European Community Initiative EQUAL. In the framework of project, a number of telework and flexible work models were developed and piloted based on international experience. As a result of the project, Estonia's first telework centre was established in Emmaste, Hiiumaa.
The project was implemented by the NGO Research Center Arhipelaag in the years 2004-2007.
Service „Family Doctor Advice Line 1220"
Consultant Tanel Mätlik participated in 2004-2005 in the preparation and development of helpline service „Family Doctor Advice Line 1220". The service is funded by the Estonian Health Insurance Fund. A national daily telephone medical advice helpline was created, giving advice on the Estonian and Russian languages, when the person's family doctor is not available. The helpline provides advice on health problems, instructions for first aid and, if necessary, information about the organisational issues of health care. The caller's identity is not identified. This service is also available for people without health insurance.
The service is operated by Medical Counselling Centre LLC.
Project „Digital Health Record"
Consultants Tanel Mätlik and Sille Talvet prepared in 2003-2004 the project proposal „Digital Health Record", which received financing from the ERDF. In the framework of project, e-health information system was established; that is a database of the state information system. The health care related data is processed in this database in order to conclude and execute the health care services provision contract, ensure patients' rights, protect public health and quality of health care services, to maintain the registers of health conditions as well as to manage health care. Among the services, there are Digital Registration, Digital Image, and Digital Prescription.
The project was implemented by the Ministry of Social Affairs and E-Health Foundation in 2005-2008.
PREPARATION AND IMPLEMENTATION OF TRAINING PROJECTS
Conducting training programme for nature-guides
In 2010 from February to July Gravitas Consult Ltd. led a training programme for nature-guides. The training was ordered by Enterprise Estonia Tourism Development Center and it was financed by the European Social Fund. Gravitas Consult Ltd. was responsible for project overall coordination.
Nature tourism trainings for trainers and entrepreneurs
In 2006-2007 Gravitas Consult Ltd. has coordinated nature tourism trainings for trainers and entrepreneurs. Trainings were ordered by Enterprise Estonia Tourism Development Center in collaboration with Foundation of South Estonian Tourism. Gravitas Consult Ltd. was responsible for overall coordination of the project.
Legislative trainings
Gravitas Consult Ltd. consultant Sille Talvet has prepared and conducted in 2007-2010 various trainings to explain and clarify the statutory rights for employers, employees (Euro Management Institute), as well as for families with special needs children and their support persons (NGO Anni Playground).
Cooperation related trainings
In 2006-2008 consultant Sille Talvet has conducted various trainings and presentations to promote cooperation and its practical benefits for developing entrepreneurs, as well organizations. Some examples:
- Nature tourism entrepreneurs' cooperation usage efficiency in the field of developing services and packaging (ordered by Foundation of South Estonia Tourism).
-cooperation possibilities of local municipalities and development organizations, incl. the usages of territorial cooperation programs (ordered by The Interior Ministry and the NGO CTC).
ENTERPRICE´ STRATEGIES PREPARATION
Coordinating the Pühajärve Puhkekodu Ltd. strategy preparation
Consultant Sille Talvet coordinated and supervised the preparation of the Pühajärve SPA Hotel´s strategy. The strategy was aimed at defining the accommodation and recreation facilities development trends in order to reach their target groups better. The strategy was compiled by B.I.A Ltd. consultants.
Gravitas Consult Ltd. was asked to supervise the preparation of the strategy by B.I.A Ltd. and Pühajärve Puhkekodu Ltd.
